it's change in Language/en/ucp.php. In top in area since '' 'TERMS_OF_USE_CONTENT' => '' is added full text of forum rules. Important note: before each apostrophe in rule's text must be included sign \ (in final looks ') or the php will be corrupted and whole UCP will be out of order!

Investigate what this is about and mybe implement it.
