[chapel/en] Style and example changes for Chapel (#2696)

* Updates for the Chapel language tour

The Chapel repository includes variant of this 'language tour', which
was recently modified in various ways:
- *lots* of style/formatting changes more in-line with other programs in
  the Chapel repo
- Additional examples of where-clauses and generics
- fixes an incorrect example of a reversed range
- improvements to comments

* Remove backticks left over from rst

* Keep text below 80, correct build steps
