The first client that connects to the server is the administrator and is able to change most settings and launch the game. Still lots of work to do but this is a start.

From now on commondata tag specified the commondata folder under a techtree making it easier to share data and portable since you just need to copy the techtree and its contents, this means no sharing data between techtrees (which is good since we don't want such dependencies)
