It depends on your console model. At the moment, New 3DS / New 3DS XL / New 2DS XL is able to be modded on 11.17.0 without any prerequisites (e.g. eShop titles, physical items), while 3DS / 3DS XL / 2DS is not.
Currently the latest system version (11.17.0) cannot be hacked without external hardware.
