skater: update troubleshooting language

Browse Source 
- Replace n3ds warning with inconsistency notice
- Remove "persistence" language to avoid people being TOO persistent
- Divide troubleshooting further: >5 attempts = check for user error, >10 attempts = give up, do MSET9
