tpl: HTTPS the instagram Shortcode JS

Browse Source 
This JavaScript will always load over HTTPS so it's best to specify that. Protocol-less loaded resources are an anti-pattern (REF: https://www.paulirish.com/2010/the-protocol-relative-url/)
