[3.1.1] Implement more robust imagecrash protection for CSS width/height.

- Change API for HTMLPurifier_AttrDef_CSS_Length
- Implement HTMLPurifier_AttrDef_Switch class
- Implement HTMLPurifier_Length->compareTo, and make make() accept object instances
