Adds support for Spamhaus error codes and disables DNSBL checking if errors are encountered since they probably won't be resolved in a timely manner by the owner or host. Some phpBB forum notification emails send URLs to the forum with redundant URL parameters, notably a forum IDs with topic URLs. To have shorter and cleaner URLs, those are hereby removed.
