Only supply the username, when it is a guest posting or we edit and it was
supplied, otherwise post_data might hold data of the post we quote, in which
case username is the original poster, not the current one.

When attaching an image to a post with a size larger than maximum defined in
php.ini, 'ATTACHED_IMAGE_NOT_IMAGE' error is thrown. $file->is_image() is
returning false value when image size is too large. Therefore, moved
not image test down after image size test.

This is a fix for the problem of the system sending 2 emails when there are 2
replies to a topic where the user is subscribed in a topic and the forum that
contains the topic.
This simple fix seems to solve the problem. In simple tests I made it shows
it does.

When the first post of a topic was deleted, the topic time didn't
update - it should have changed to the time of the next post.
This commit simply applies lefty74's patch posted in the ticket. It gets
the post time of the next post from the database, and updates the thread
accordingly.
This patch is not my work at all and all credits go to lefty74, I just
transferred it onto GitHub

explode('|', '') and explode('|', NULL) both return array(0 => '') which can
cause filespec::check_content() to reject everything starting with a '<'
character in case $config['mime_triggers'] is an empty string or not set.
fileupload::set_disallowed_content() now filters out empty strings by calling
array_diff() on the passed array, so setting $config['mime_triggers'] to an
empty string will turn off mime checking completely.
On the other side we want to fail safe if $config['mime_triggers'] is not set
at all. To do this, the array fileupload::$disallowed_content now contains some
default strings to be filtered out.
PHPBB3-9764
Moved the MIN(smiley_order) to the SELECT column list now, so it can be
used for sorting on MySQL 4, but also still works on MSSQL, which the
bug was originally about.
This feature does not change anything for those not using the constant and this feature is also quite in-flux. We need to test this with some applications and bridges and there may be other locations able to benefit from it.

- [Feature] Ability to define if the "Newly Registered Users" group will be assigned as the default group to newly registered users.
As a coincidence also Bug #46535 got fixed.
Additionally the error message displayed with trigger_error() if accessing the private message tab in the ucp is now displayed inline in addition to a slightly different message for newly registered users to let them know that access permissions may be lifted over time.
