* Moving filesystem related functions from includes/functions.php
into \phpbb\filesystem\filesystem

- phpbb_is_writable
- phpbb_is_absolute
- phpbb_own_realpath
- phpbb_realpath
* Adding interface for filesystem service

[ticket/10369] Always include errfile and errline in format_errors().
We remove the phpBB root path from errfile. This is consistent with how
msg_handler handles E_WARNING messages etc.
