Introduce new function gen_rand_string_friendly() for user friendly random
strings like passwords and captcha codes. Strings generated by
gen_rand_string_friendly() will not contain the characters 0 and O.
By adding a new function we can increase the entropy of strings
generated by gen_rand_string() by putting 0 and O back in.
PHPBB3-9612
- changed the way make_forum_select() is returning the forum list - now including skipped forums but being disabled. This should make identifying the correct forum much more easier.
- Changed some permission namings based on suggestions by the community
- Tried to comply to the permission field ordering within the language files while displaying permission sets. Hopefully it's worth the additional processing time.
- Disable submit buttons after clicking for installation and conversions.

- moved the install trigger error to sessions and also disabled it for those having DEBUG_EXTRA enabled.

- made sql schemas consistent
- added correct sequences and generators to sql schemas
- extended some rows to hold more data. This solves issues with multibyte characters and too short topic titles, names, etc.
- allow multibyte characters in usernames

- general ucp fixing (profile and ucp_main)
- created three new functions (return correct topic author string, generate topic related pagination and get topic type/status...). These general bits are used on several pages (subscribed topics, bookmarks, viewforum).

- commented out inline fix for unread topic tracking in viewforum, instead tried another method (hopefully working as well)
