[ticket/9905] Add SQLite to the DSN description
...
The installer's DSN field has additional meanings for ODBC, PostgreSQL, and
SQLite, but only the first two are mentioned. SQLite uses it for the file path.

When using PostgreSQL adapter and connecting to local database server,
use localhost to connect via UNIX domain socket and 127.0.0.1 to connect

refactor the database updater:
...
- no longer support versions prior 3.0.0
- more apparent place for adding schema/data changes
- use db_tools
- added check for wrong schema (MySQL 3x/4x schema on MySQL > 4.0)

Do not check usernames against word censor list. Disallowed usernames is already checked and word censor belong to posts. (Bug #17745 )
Additionally include non-postable forums for moderators forums shown within the teams list. (Bug #17265 )

Ok, so finally we have the code to update clean usernames from RC3 :D Updating code is really a pain as all functions are the buggy old versions :(
