Reduced the check effectively_installed() to just checking for the config entry "allow_avatar_gravatar". Also added the missing update of the module_auth of the ucp_profile avatar mode. PHPBB3-10018

INSTALLING DEPENDENCIES
To be able to run an installation from the repo (and not from a pre-built package) you need to run the following commands to install phpBB's dependencies.
cd phpBB
php ../composer.phar install --dev
CONTRIBUTE

AUTOMATED TESTING
