New features:
 - Rearranged config items
 - Added advanced config page for optional settings
 - Email admin on install
NOTE: This only works if config.php is writable, if it is unwritable, you must fallback to the old method, edit install_install.php where the redirect is commented out in the database settings to do this

Language related updates. Removed escaped double-quotes from single quote FAQ language strings - was causing mal-formed html. Also changed the quicklink numbers to be prefixed by 'f' since standards dicate name and id attributes have to start with a non-numeric character.
