- copy permissions (adding groups)
- copy permissions (adding forums)
- checking proper groupadd/del settings
- added intro page to permissions (to give an overview and quick links)
- able to select forums + subforums, single forum, all groups, all users (permission screens)
- able to reset permissions (only reset input field)
- fix forum deletion bug

Language related updates. Removed escaped double-quotes from single quote FAQ language strings - was causing mal-formed html. Also changed the quicklink numbers to be prefixed by 'f' since standards dicate name and id attributes have to start with a non-numeric character.

Fixed an an undefined index issue when a topic was bumped by someone who hadn't posted in the topic (like an admin). Still not ideal as it won't state who bumped the topic in this case.
