Remove dependency of extension manager for migrator. Keeping load_migrations function for others to use if they desire but requiring the finder be sent to it in order to use it. PHPBB3-11386

INSTALLING DEPENDENCIES
To be able to run an installation from the repo (and not from a pre-built package) you need to run the following commands to install phpBB's dependencies.
cd phpBB
php ../composer.phar install --dev
CONTRIBUTE

AUTOMATED TESTING
