Fix update w3.css (#1721)

Setup new variable in /system/sdcard/config/motion.conf.dist will set new permissions for snapshots and videofiles

Enabling `ftp_snapshot=true` in motion.conf uploads a single image to
ftp server on each motion event, similar to other handlers.
Enabling `ftp_video=true` starts a background task to stream 1fps video
until motion stops. It minimally steams for 10 seconds (configurable),
refreshing the countdown as motion continues.
Modify as follows:
1. Run `getimage` once at beginning of script, save image to /tmp
2. Launch all notification tasks (save snapshot, mqtt, email, telegram,
and user scripts) as background jobs, use same image image in all
cases for consistency
3. Wait for all background jobs to finish before deleting tempfile
In motion.conf.dist:

Testing: Ran detectionOn.sh with all options+debugging enabled on a
Wyze Cam V2 and verified the following:
* LED triggered
* Snapshot jpg saved to sdcard
* Old snapshots removed from sdcard
* Ran few user scripts to read tempfile
* sendPictureMail.sh, mosquitto_pub.bin, and telegram ran, but I
didn't verify delivery
Currently, publish_mqtt_message is used to decide whether we send a
notification about motion. save_snapshot is used to save the image
locally. And if both are set, the image is also sent to mqtt
This PR decouples the mqtt image send from the snapshot saving. There
are now three parameters:
publish_mqtt_message -- send notification that there was motion
publish_mqtt_snapshot -- send notification containing the motion.
save_snapshot -- saves to disk, doesn't necessarily notify
No MQTT topics are changed; this is purely configuration bookkeeping.
This patch allows the user scripts to act directly on the captured image
by passing the path to the scripts directly as the second argument.
This way it's possible to work with the image directly, without
employing dirty tricks to find out which one was the latest image in the
stills directory.
