Upgrade to PHP 8 as base dependency 
- Upgrades the Dockerfiles and composer.json to require PHP 8.
- Upgrades to Laravel 9 with all needed changes.
- Move lang folder to root directory.
- Upgrades third-party packages to the latest versions with all required changes.
