A new feature to allow teachers to browse course files to

This hack was started by Janne Mikkonen, and I further refined it
to fit better into Moodle.

Adding a beta version of Rich Text Editor, for embedding into Moodle
...
forms (forums, readings, journals etc). Works only on IE 5.5 and later.
Slightly customised for a slimmer toolbar.
