All the setup/teardown/pre/post/conditions template methods
now are required to return void. This was warned with phpunit 7
and now is enforced.
At the same time, fix a few wrong function names,
provider data and param types, return statements...
Previously, if the RSS feed (extests) was being served locally,
CFG->proxybypass was applied and causing the test to fail (proxy
ignored).
In that exact test we need the configured proxy to be applied
always, because the test is exaclty about detecting the problem
when a wrong proxy is used.
PHP5 used to update error_reporting to 0 on functions called with the
suppress errors operator (@). In PHP7 it is not updated.

The simplepie tests time out too quickly due to a low connect timeout,
to fix this:
* Introduced a way to set the timeout during intitial construction
* Converted the unit tests to use a high timeout value
