This change enables the gherkinlint rule to require a new line at the
end of the file. This change is in keeping with existing Moodle coding
style guidelines.
Also:
- change 2 variable/property names, both internal.
- format empty function.
Towards getting it fully phpcs compliant. Note this does not
fix the missing (in all methods) phpdoc blocks.
There are various places where it's not guaranteed that the
variable being used is array, and instead, can be null, bool, int...
We need to check that because php74 warns about it.
Where possible we have used the coalesce operator as
replacement for isset() ternary operations.
This just deletes all the upgrade steps previous to 3.5.0. Some
small adjustments, like tweaking globals can also be applied

- get_assignments_with_rescaled_null_grades()
These have been kept because continue being used by restore:
- \core\task\refresh_mod_calendar_events_task
3.7 (min PHP 7.1) requires 3.2 (first version supporting PHP 7.1)

Wiki defines capability mod/wiki:viewpage instead of standard mod/wiki:view . This means that people
who do not have capability to view wiki still see it in the modules list.
Also corrected unittest that was testing situation when student has capability to create pages
but does not have capability to view pages. Such student should not see wiki module at all.

The new recordset support for Postgres requires transactions and
will cause errors if recordsets are not closed correctly. This
commit fixes problems that were identified during unit tests, and
via some basic code analysis, across all core code. Most of these
are incorrect usage of recordset (forgetting to close them).
