Note: The original callback was incorrectly using the $PAGE output,
which cannot be relied upon in this callback. The best we can do here is
to add a notification to explain the situation.
Adds a callback xxx_pre_enable_plugin_actions in admin/modules.php
which plugins can use to force additional actions before enabling the
plugin. The return value (bool) from the plugin callback method
specifies whether the process of enabling the plugin should continue
after the added actions or not.

This patch includes:
* version column removed from modules table, now using standard config, this allows decimal version for modules
* version column removed from block table, now using standard config, this allows decimal version for blocks
* module version.php can safely use $plugins instead of module
* new plugin_manager bulk caching, this should help with MUC performance when logged in as admin
* all missing plugins are now in plugin overview (previously only blocks and modules)
* simplified code and improved coding style
* reworked plugin_manager unit tests - now using real plugins instead of mocks
* unit tests now fail if any plugin does not contain proper version.php file
* allow uninstall of deleted filters
Data cached in these caches change only at well defined places (during
need for upgrade checks, at the plugin management screen etc). So it
makes sense to use proper application caches instead of request caches.
This saves couple of database queries at almost every page in Moodle.
New PARAM_COMPONENT, PARAM_AREA and PARAM_PLUGIN + fixing of hopefully all current incorrect parameter types. This should help with diagnosing of incorrectly named 3rd party plugins too.
This is a first working implementation I have. I need to so I can
continue with the Workshop development. I think the performance can be
significantly improved here as the location of the subplugins is
evaluated atr least twice, I guess.
