Both the database auth and enrol plugins use ADOdb
to perform connections. Socket and port are allowed
there if passed as "socket:port", so, when both are
configured in CFG, we pass them that way. Else
ADOdb defaults to standard port (5432).
- Update the step to follow links inside a treeview
to work also when JS is disabled.
- Make regions accept header and footer.
- Change some locators refering to non-clean compatible
regions.
- Restricting click to the table row in forum tracking
because seems to conflict with the navigation bar when
using narrow window sizes.

Limitations:
* Session access time is now updated right after session start.

* The session GC is a lot slower, we do not rely on external session timeouts.
* There cannot be any hooks triggered at the session write time.
* File and memcached handlers do not support session lock acquire timeouts.
* Some low level PHP session functions can not be used directly in Moodle code.
* core_useragent: Introduce is_vendor methods to improve readability
when we are just detecting if a browser is from a vendor, rather than
the exact version
* Remove uncessary browser version checks when we are just detecting
vendors - this makes the intention of our sniffing clearer.
* Remove sniffing for browsers which we do not support, grades/ajax/tinymce
all support modern browsers so there is no need to sniff for them.
