I 'm fed up with the crappy HTML for blocks that keeps giving us

no end of trouble (bug 1718 is just the tip of the iceberg).
Rehauling things... these two divs are superfluous.

Adding a new lang file for the search forums block (no need to load up the
...
forum.php behemoth just for that) and moving a couple of strings there.
Hardwired strings and capitalization all fixed.
This fixes bugs 3090 and 3154.

The final touch for block robustness: when upgrading from 1.4, intercept
...
and disable any incompatible blocks. Print a notice too.
These blocks won't ever be displayed because they are hidden, and the admin
cannot even unhide them until they are fixed because the blocks admin page
won't list them (it will emit a notice instead). Case closed.
