Why 20210525? (25th May 2021) ?
Because master is going to be Moodle 4.0, to be released
on November 2021. And, until then, we are going to have
a couple of "intermediate" releases:
- Moodle 3.10 to be released 9th November 2020. (2020110900)
This version will be using versions from today to 2020110900
(once it's released the YYYYMMDD part stops advancing).
- Moodle 3.11 to be released 10th May 2021. (2021051000)
This version will be using versions from 3.10 release to 2021051000
(once it's released the YYYYMMDD part stops advancing).
That means that all versions from today to 2021051000 are going
to be used by those 2 "intermediate" releases (3.10 and 3.11).
And we cannot use them in master, because it's forbidden to have
any overlapping of versions between branches (or different upgrade
paths will fail).
So, get that 2021051000, let's add it a couple of weeks to cover
the on-sync period (or a 2 weeks delay max!) and, the first version
that master can "own" in exclusive (without any overlap) is, exactly,
25th May 2021, hence our 20210525.
Significant string changes:
* sitepolicies, core_admin - 'Site policies' changed to 'Site security
settings'
* processexpirationstask, enrol_paypal - more explanatory name
* sitepolicy_help and sitepolicyguest_help, core_admin - setting will
only have an effect if the site policy handler is set to default
* sitepolicyhandler_desc,core_admin - improved wording
* pathtodot_help, core_admin - Windows and Mac paths
* debugstringids_desc, core_admin - improved explanation
In these cases we want to use the method get_list_of_countries() to
obtain translated names of all potential country codes. The country code
is already there in the database. So it does not matter if the country
is among those whitelisted in $CFG->allcountrycodes - we want to see its
name anyway.

Note: On purpose, the course format social wrong version (2015102100)
has been kept unmodified. Looking forward a solution right now.
This is to prevent PHP notice if the guest user is accessing a page with
the myprofile block instance. The notice appears even if the block is
hidden from guests.
Thanks very much to Remote Learner Canada, especially Hubert Chathi and Olav Jordan, for their work on the bulk of this code, and also Mike Churchward for supporting them. I worked on it after that (actually simplified it by removing a feature temporarily: multiple pages) to bring it more to what I was imagining, and to provide a base to build on and get all the navigation perfect.
There's still work to do. Some blocks don't quite work as expected, and some of the code still needs upgrading to bring it fully into line with 2.0. We also could use a much better course overview block and better CSS styling of the profile pages. But it's definitely more usable this it was, I think.
