d02274137a MDL-72090 navigation: Create an overflow menu for course admin. 
This adds a select menu for navigation on course administration
 pages such as import, export, course copy, and course reset.

6a6ebbac63 MDL-72770 reportbuilder: Display editor in full screen layout 
- use 'popup' layout in editor page and create a custom navbar
- remove 'Settings' toggle button and show settings right sidebar with fixed position
- add 'Edit details' button on navbar that opens a modal to modify report basic settings

0805e387b7 MDL-72076 bulk actions ui: Implement bulk actions in qbank API 
This implementation will introduce bulk actions qbank
plugins which can grab the selected question and perform
actions according to the selected option from dropdown
in the base view.

0d644fe4e0 MDL-72810 core_calendar: Remove the three-month pseudo block 
This removes the three-month pseudo block from along the side of the
main calendar, and deprecates relevant files/methods which will no
longer be in use.

be11216d30 MDL-72826 reportbuilder: per-report option to show only unique rows. 
This option allows report creators to avoid duplicate data being
displayed in their report. It is applied only when no columns in the
report currently have aggregation methods applied.

5a2624c472 MDL-72952 reportbuilder: UX behaviour improvements in audiences 
- Show a toast notification when saving an audience
- Add form change checker when adding a new audience to prevent user from navigating away if it is not saved
- Remove expand/collapse animation in audience sidebar to be consistent with editor

e86bc4921e MDL-71115 search: Only replace course search when equivalent 
Not all global search configurations offer the same results as the
default course search does.

The default course search will return courses that the user can see
the details of even if they can see them via a category, even if
they are not enrolled and cannot enrol themselves on it.

The equivalent global search configuration is:

* Global search is enabled
* The course indexing is enabled
* All the name and summary of all courses are included in the results

This patch will only let global search replace the default course
search when those criteria are met.

It will also display on the global search configuration page if global
search will replace the legacy course search.
