Passing parameters to implode() in reverse order is deprecated, use
implode($glue, $parts) instead of implode($parts, $glue).
This commit corresponds to phpunit detections, minify library.
The previously used minification libraries were:
a) Unmaintained
b) Had some silly licensing issues (MDL-36457)
The new library is smaller, maintained, active and GPL-compatible.
