All the page headers work correctly also on the site course.
On the site page the modules don't require login unless necessary or required by $CFG->forcelogin.

The db upgrade should work fine (not tested under postgresql).
The plugin architecture is finished too.

I've modified some lines in formats to avoid some Notices and make
everything display more consistent. Please, test it!!
Some strings (RSS related) has been moved from forum.php to moodle.php
to avoid suplicating them once per module.
It seems to work fine, please test...:-)
