When running PHPUnit 9.6 we get the following deprecation warnings:
"assertObjectHasAttribute() is deprecated and will be removed in PHPUnit
10. Refactor your test to use assertObjectHasProperty() instead."
So we replace all instances of assertObjectHasAttribute with
assertObjectHasProperty.
PHPUnit justifies the change with:

> is (or will become) confusing considering the introduction of
> attributes in PHP 8 and their support in PHPUnit. PHPUnit will be
> changed to use the term "property" instead of "attribute" where "field"

The $CFG->svgicons setting was introduced in Moodle 2.4 due to incomplete
SVG support in certain web browsers.
The landscape has evolved significantly since then, and all modern browsers
now handle SVG files correctly.
The $CFG->svgicons settings has been removed and the supports_svg() method
has been updated with currently supported browsers (IE support was removed
in Moodle 3.10).
These new settings are designed to enchance user privacy surrounding
groups. They allow groups to be configured so that users outside the
group cannot see the group, so that users in the group cannot see each
other, or so that users cannot see the group at all, even if they are in
it. This avoids issues where a group may be assigned based on sensitive
personal information (such as a person requiring special arrangements
due to a disability).
By default, groups are visible to all and available for participation in
activities, which maintains the current behaviour.
For performance, a new cache has been added to track the number of
groups on a course that are not visible to non-members. This allows us
to revert to the existing behaviour if the new features are not being
used at all on a course, and only apply the new visibility conditions if
they are.
Users who have the moodle/course:viewhiddengroups capability should be
concious of exposing hidden groups when showing their screen to other
users. The "Switch role to..." feature can be used to show a course page
on screen without exposing private availability conditions, for example.
The changes cover several specific areas:
* grouplib functions, which most code should use to get lists of groups
and members (this includes the participants page).
* Activities supporting group overrides will not allow overrides for
groups that are hidden from all users.
* Activities supporting separate/visible groups modes will only allow
groups with the new "participation" flag enabled to be selected.
* Group messaging will be disabled for groups where members cannot see
each other, or cannot see the group at all.
Applied the following changes to various testcase classes:
- Namespaced with component[\level2-API]
- Moved to level2-API subdirectory when required.
- Fixed incorrect use statements with leading backslash.
- Remove file phpdoc block
- Remove MOODLE_INTERNAL if not needed.
- Changed code to point to global scope when needed.
- Fix some relative paths and comments here and there.
- All them passing individually.
- Complete runs passing too.

In MDL-67853, the "Enabled" label was added to all the toggle switches in the
user notification preferences page. This string is confusing, so this issue
is to remove it (and leave it as it was in 3.11).
Apart from that, following Helen's suggestion, I've renamed "Disallowed" to
"Locked off" and "Locked" to "Locked on", in order to help users to understand
better their meaning.
All restore_date_test, api_test, rule_test, plugin_test,
manager_test, helper_test testcase classes:
- Namespaced with component[\level2-API]
- Moved to level2-API subdirectory when required.
- Fixed incorrect use statements with leading backslash.
- Remove file phpdoc block
- Remove MOODLE_INTERNAL if not needed.
- Changed code to point to global scope when needed.
- Fix some relative paths and comments here and there.

Special mention to tests under testing/tests:
1) The core_testing component doesn't exist.
2) But testing/tests are allowed because there is a suite pointing to it (phpunit.xml).
3) So, the only possible namespace for them is "core".
4) And to avoid problems with other core testcases (under lib/tests)
they have been renamed to have testing_xxxx as prefix.
Finally, also modified calendar/tests/events/events_test.php because it uses
some renamed (core_calendar_externallib_testcase => \core_calendar\externallib_test)
classes.
All events_test, external_test and search_test classes:
- Namespaced with component[\level2-API]
- Moved to level2-API subdirectory when required.
- Fixed incorrect use statements with leading backslash.

Special mention to lib/external/tests/external_test.php:
- external is not a valid component
- hence, its only valid namespace is "core"
- also, it's testing lib/external/externallib.php
- hence, the file (and class) have been renamed to external_externallib_test.php
(to avoid conflicts with other external_test that may exist in core)
As far as now all them have correct privacy level2 namespace:
- Move them to "privacy" subdir.
- Rename the files to "provider_test.php", this includes old
privacy_test.php and privacy_provider_test.php files
- Rename the testcase to provider_test too (to match file name)
Also, change some relative paths and comments to point to new
locations.
All privacy_test and privacy_provider_test classes:
- Namespaced with component\privacy.
- Fixed incorrect use statements with leading backslash.
- Changed code to point to global scope when needed.
- Renamed a few files to make all be privacy_test or privacy_provider_test.php
- All them passing individually.
- Complete runs passing too.
The methods assertContains() and assertNotContains() now perform
strict (type and value) comparison, pretty much like assertSame()
does.
A couple of new assertContainsEquals() and assertNotContainsEquals()
methods have been created to provide old (non-strict) behavior, pretty
much like assertEquals() do.
Apart from replacing the calls needing a relaxed comparison to those
new methods, there are also a couple of alternative, about how to
fix this, depending of every case:
- If the test is making any array_values() conversion, then it's better
to remove that conversion and use assertArrayHasKey(), that is not
strict.
- Sometimes if may be also possible to, simply, cast the expectation
to the exact type coming in the array. I've not applied this technique
to any of the cases in core.

The optional parameters of assertEquals() and assertNotEquals()
are deprecated in PHPUnit 8 (to be removed in PHPUnit 9):
- delta => use assertEqualsWithDelta()
- canonicalize => use assertEqualsCanonicalizing()
- ignoreCase => use assertEqualsIgnoringCase
- maxDepth => removed without replacement.

Both assertContains() and assertNotContains() are deprecated in PHPUnit 8
for operations on strings. Also the optional case parameter is. All uses
must be changed to one of:
- assertStringContainsString()
- assertStringContainsStringIgnoringCase()
- assertStringNotContainsString()
- assertStringNotContainsStringIgnoringCase()

With PHPUnit 8 a good number of assertions, all them related with
operations on non-public attributes have been deprecated. And will
be removed with PHPUnit 9.
The main point is that unit tests shouldn't be testing non-public
APIs (good practice) and those assertions were an error originally.

When possible (the attributes being checked are public), the change
is simple, just switching to normal assertions.
When the attributes are not public we need to find a workaround
to be able to test the same using public APIs, or use Reflection,
or remove the tests.
For the records, this is the regexp used to find all the cases:

While this is not strictly required, because removal will
happen in PHPUnit 9.0, we are already getting rid of all
uses in core.

The annotations `@expectedException`, `@expectedExceptionCode`,
`@expectedExceptionMessage`, and `@expectedExceptionMessageRegExp`
are now deprecated.
Using these annotations will trigger a deprecation warning
in PHPUnit 8 and in PHPUnit 9 these annotations will be removed.
Also, all uses of expectExceptionMessageRegExp() has been moved
