MDL-11729 :: Removed commenting out loading of the Chameleon files loading.
MDL-11664 :: IE6 can't display transparent PNGs. Added not transparent gifs instead and changed the background for IE6 to a solid colour.

Fix MDL-11632: Multiple files with emtpy lines outside PHP open/close tags
...
There are multiple issues with Moodle files containing empty or blank lines
(lines consisting of white spaces or tabs only) and/or white space before or
after the PHP open and close tags, notably with config.php and theme files.

Now the "content" rounded corners are "ID-entificable". Needed to

calculate some heights in the IMS resource type. Note it's only
the "content" id. All the rest of rounded boxes haven't IDs at all.

Nicolas' changes to custom_corners has broken the theme. I decided to use the same method as clearfix by adding a "." and not a " ". Some additional CSS is needed either way.
