e332d1849d MDL-72643 core: Improve display_size 
Allows display_size to use a fixed unit for easy comparison of
multiple results, and fixed decimal places for the same reason.

Improves behaviour by using consistent decimal places and a
consistent space before the unit (the previous one only has a space
before 'bytes', not before 'KB').

Of existing uses, all the ones that displayed a 'maxbytes' type
configuration setting (which are likely to have an 'exact' size
and would be better shown as 512 KB rather than 512.0 KB) have been
changed to use 0 decimal places, to preserve previous behaviour.
All the uses which were showing an actual file or memory size have
been left as default (1 decimal place).

9f9fe79c26 MDL-72589 behat: Add @skip_chrome_zerosize to failing scenarios 
All the scenarios failing with Chrome zero-size errors are
getting the @skip_chrome_zerosize to be able to keep them apart from
regular runs. See MDL-71108 for more information about
that error.

They will be run by another job, specifically using that tag to
keep them failing and under control.

1dfb62cbab MDL-71726 course: respect user access when exporting participants. 
We should ensure that users being exported are enrolled on the
course being exported from. In courses where the current user can't
access all groups we should ensure that users being exported belong
to the same groups as them.

16e939fe2c MDL-72110 core_navigation: home page preference 
Admin should respect the home page preference set
just like any other user. Also when user preference
is set to dashboard, the home points to the dashboard
and the dashboard should become "Site home" which would
point to Site home.

f9ee118e94 MDL-72325 user: Use the core_user::awaiting_action() in existing places 
There were existing places each doing its own checks similar to the ones
covered by the newly added core_user::awaiting_action() method. This
patch replaces those custom checks with this new API call.

2b6d4c3077 MDL-70165 course: always import inplace editable module.
