File redact is a core plugin to remove or obsure from a file (image, doc) prior to publication/release.
Currently, it has an EXIF remover service using exiftool command, but it is also possible to
add other services related to file redacting.
The plugin admin settings is under Server as it's parent.

While this change is not 100% required now, it's good habit
and we are checking for it since Moodle 4.4.
All the changes in this commit have been applied automatically
using the moodle.PHPUnit.TestReturnType sniff and are, exclusively
adding the ": void" return types when missing.
After discussing it in the issue, we have agreed to apply
the new phpunit_util::normalise_line_endings() method to
all the remaining cases (within tests!) where the manual
replacement was being done. This commits achieves that.
Note that I've looked for both str_replace() and preg_replace()
cases, but only the former had cases worth converting. All the
later ones are different and cannot be replaced by the new
utility method.
Previously, third party imports could not add tags or the self defined ID numbers.
This is because if the plugin defines an import it just returns after completing skipping this non specific function.
This has been generated running the following Sniffs, all
them part of the Moodle's CodeSniffer standard:
- PSR12.Functions.ReturnTypeDeclaration
- PSR12.Functions.NullableTypeDeclaration
- moodle.Methods.MethodDeclarationSpacing
- Squiz.Whitespace.ScopeKeywordSpacing
All them are, exclusively, about correct spacing, so the changes
are, all them, only white space changes.
Only exceptions to the above are 3 changes what were setting the
return type in a new line, and, when that happens, the closing
parenthesis (bracket) has to go to the same line than the colon.
The Moodle XML export of multiple choice calculated questions was
missing proper escaping of answers. Also the indentation of the
generated xml was off.

Declare qformat_xml::answerfiles and qformat_xml::feedbackfiles instead
of dynamically declaring answerfiles and feedbackfiles for the
question_answer instance when exporting questions and answers to XML
format.
In PHP 8.2 and later, setting a value to an undeclared class property is
deprecated and emits a deprecation notice.
So we need to add missing class properties that still need to be declared.

Default value of the $flag argument changed in PHP 8.1 from ENT_COMPAT to ENT_QUOTES | ENT_SUBSTITUTE
To ensure consistent behavior across different PHP version the second parameter is now required for the functions:
htmlspecialchars(), htmlentities(), htmlspecialchars_decode(), html_entity_decode() and get_html_translation_table()
Updates the Aiken Format class to process answers correctly, enabling
support for special HTML characteres such as <, >, and &.

Applied the following changes to various testcase classes:
- Namespaced with component[\level2-API]
- Moved to level2-API subdirectory when required.
- Fixed incorrect use statements with leading backslash.
- Remove file phpdoc block
- Remove MOODLE_INTERNAL if not needed.
- Changed code to point to global scope when needed.
- Fix some relative paths and comments here and there.
- All them passing individually.
- Complete runs passing too.
The tertiary navigation has been added to the question bank.
- Url selector has been added for the pages:
Questions, Categories, Import and Export
- A separate page to "Add category" has been added.
The "Add category" is available as a tertiary nav button.
- Updated the tests for the changes made.

This commit implements the status change pop up for a question
in the base view. This feature update will allow the change of
status of a question without creating a new version.
This commit also implements the status as a char rather than
an int value.
The versioning changes will require some major changes
in the backup and restore of question bank and its
elements. This change introduces those changes to make
it compatible with the new world of versioning in question
bank. This commit also removes quiz_slots fields and
quiz_slot_tags table.
This commit will also introduce the versioning db
structure and some major changes to the quiz
and quiz attempts for the question, random
question and the view.
This commit implements the behat changes for versioning
in core question and associated locations.
