dirname() is a slow function compared with __DIR__ and using
'/../'. Moodle has a large number of legacy files that are included
each time a page loads and is not able to use an autoloader as it is
functional code. This allows those required includes to perform as
best as possible in this situation.
* Tidied up course detail permissions so that user is not shown information they couldn't access elsewhere.
* category link dimming now accounts for course creation as an action as well.
* category single select when in courses view mode is now limited to courses user can action in.
* There is now a check at the start of the management page to redirect to course/index.php if the user isn't able to manage in any category.
* Tweaked navigation again, to give the limited users a navbar structure similar to the system cap'd user.
* Cancelling a category delete now takes you back to the category you were viewing.
* Fixed undefined notice
* Improved placement of course request and approval links.
* Several styling tweaks/improvements to the base theme.

Implemented in 1.9 by Petr Skoda, and reviewed and merged to HEAD by me.
* Rewrite all the forms to use formslib and improve usability.
* Put the place where admins need to go to process approvals in the admin menu.
* Show the request course/pending requests button on the page for the category that requested courses get added to.
and admins can approve or reject pending courses.
Also, contains the ability to restrict activity modules on a per course basic. Strict config options:
enable restricting modules at ALL (for all courses, no courses, requested courses), what to do by default for newly created courses
as well as what modules to enable for above category by default.
This feature was created for the aim of building a community side to moodle - for institutes that have strict courses and enrolments, allowing normal users to request interest courses is a good feature,
but some modules may be redundant (assignment, lesson, quiz etc)
