560cea838b MDL-54977 blocks_navigation: Use html_writer::random_id for id 
uniqid() may returns the same id for faster machines (seen on iis)
so use html_writer::random_id(), to ensure id is different and
navigation don't break

a71b983db8 MDL-53311 block_settings: Update renderer 
The renderer and styles require changes to match the new behaviour
introduced by the modifications to tree.js and the JavaScript renderer.

The PHP renderer now closely matches the JavaScript one, and we now use
the aria-hidden attribute to determine the node state.

e8c82aac82 MDL-51580 upgrade: clean < 2.7.0 upgrade steps 
This just deletes all the upgrade steps previous to 2.7.0. Some
small adjustments, like adding missing MOODLE_INTERNAL or tweaking
globals can also be applied when needed.

Next commit will get rid of/deprecate all the upgradelib functions
not used anymore in codebase.

034fed3edc MDL-49667 navigation: allow items without branches in the settings menu 
also remove the code that adds a "return to XXX user" link that was
supposed to be removed in MDL-23911 , otherwise the link would become
visible after the bug fix (but not functional).

84192d7836 MDL-40167 dock: converted the dock JS to a YUI shifted module. 
The patch converts the dock into a YUI shifter module and at
the same time improves several aspects of its operation.
The features of this patch include:
* Dock Module conversion.
* A loader that ensures we don't include the dock JS or its
  requirements unless actually required.
* We no longer include the dock JS for themes that don't
  enable it.
* Blocks no longer add registration events to the page
  instead a dockable attribute is added to the html and the
  loader looks for that.
* The dock module is properly documented and running YUIDoc
  gives good quality documentation.
* We no longer need the dock module registration or
  subcomponent.
* All events that can be delegated are now delegated.
* Removed unused variables and code left over after fixes.
* Support for docking blocks renderered using the new blocks
  render method. Better support for custom block regions.
