3.7 (min PHP 7.1) requires 3.2 (first version supporting PHP 7.1)
This just deletes all the upgrade steps previous to 3.2.0. Some
small adjustments, like adding missing MOODLE_INTERNAL or tweaking
globals can also be applied when needed.
Also includes an upgrade step to prevent upgrading from any
version < 2016120500 (v3.2.0) as anti-cheating measure.
Next commit will get rid of/deprecate all the upgradelib functions
not used anymore in codebase. (note there isn't any this time).

For historical reasons repositories need to call add_file_to_pool
to sync file records. However now that a before_file_created hook
has been added additional information is needed by add_file_to_pool.
Ideally add_file_to_pool and friends will become private/protected,
so we need to remove all uses of it in core.
This patch adds some new methods to the file class to allow syncing
to be managed internally by the file and the file_storage class.

This commits removes stuff from different upgradelib files, used
exclusively by the already deleted upgrade steps. Given such
exclusivity it was not needed to proceed with a 2-phase deprecation
as far as the functions were 100% internal to upgrade.

Note: On purpose, the course format social wrong version (2015102100)
has been kept unmodified. Looking forward a solution right now.
This has been done in case the script fails during the processing
and needs to be re-run. Now all the references are converted as soon
as we can, where as before they could have ended up being re-downloaded.
