Seperate proprietary and ocms js asset bundles ( #4075 )

* register a new bundle
* add the new bundle target asset
* remove the non-proprietary source file from the proprietary bundle definition
* create a new build target for the non-proprietary asset files
* remove the non-proprietary code from the compiled proprietary asset
* add compiled and minified build-ocms file
* add missing line at the end
* use better asset file names

The form widget label and widgetDetails() method was intended for use by the Builder plugin, since it ended up using its own internal registration system, this is not used anywhere so is removed.

Add permissions for account dropdown items

This adds permissions to Back-end Preferences and Code editor
preferences in the backend.
Instead of Access denied, the Backend Preferences page displays
an "Unable to find the spcified settings" error. Meh... it works.
