This updates the 5.5 branch to utilize the new reusable workflows in trunk introduced in [58165].
This also includes backports for a some additional improvements and bug fixes that are necessary for the local development environment to continue working long term:
- The image and platform properties for the mysql container have been updated to always prefer `amd64` containers (#60822).
- `macos-13` is now pinned for MacOS jobs instead of `macos-latest` (#61340).
- Migrating to Docker Compose V2 (#60901).
- Removing the version property from docker-compose.yml (#59416).
- Improvements to how artifacts and comments for Playground testing are generated.
- Removing SVN related commands causing failures (#61216).
- Updating the `actions/github-scripts` action to the latest version.
- Cache the results of `PHP_CodeSniffer` runs (#49783).
- Move the Memcached container into the Docker Compose config (#55700).
- Improvements to the `healthcheck` command for the `mysql` container (#58867).
- A fix to `grunt clean` to prevent `script-loader-packages.php` from being deleted (#53606).
- Skip some tests when not in the primary branch (#50401).

This backports several build and test tool improvements to the 5.5 branch. Most notably, this includes:
- The changes required to allow each workflow to be triggered by the `workflow_dispatch` event so that tests can be run on a schedule [50590].
- The ability to run PHPUnit tests from `src` instead of `build` [50441-50443].
- Splitting single site and multisite tests into parallel jobs [50379].
- Split slow tests into separate, parallel jobs for PHP 5.6 [50444].
- Better branch and path scoping for GitHub Action workflows when running on `pull_request` [50432,50479].

This updates the 5.5 branch to support the latest LTS version of NodeJS (currently 14.x) in an effort to allow the same version of NodeJS to be used across all WordPress branches receiving security updates as a courtesy.
In addition to backporting the package updates that happened after branching 5.5, dependencies that were removed in future releases have also been updated to their latest versions.

This introduces the `LOCAL_PHPUNIT` environment variable, which allows the desired version of PHPUnit to be specified when running the PHP tests within the local Docker environment.
Because support for newer versions of PHPUnit is not backported, some versions of PHP need the ability to run multiple versions of PHPUnit for different branches. This adds the flexibility needed to use the Docker environment within those older branches to run the PHP tests.

In [48069] the Block Renderer was changed to register a single route for all dynamic blocks. Validation was dynamically applied based on the requested block, but sanitization was not. This commit adds the same sanitization back to the block attributes.

Improve the shape of package-lock.json file to make it stable. The main change is that both dependencies of WordPress packages that use npm aliases are listed as development dependencies: puppeteer and prettier. This patch includes also block.json files for dynamic blocks copied from WordPress packages.

This commit also fixes a deprecation warning regarding the usage of `moment.locale()` to set locale properties.
As of Moment.js 2.12.0, `moment.locale()` is deprecated and `moment.updateLocale()` should be used instead.
Additionally, minimize `moment.js` as part of build process to remove the source map reference.
This avoids a `sourceMappingURL` being in the minified file, as we don't ship source maps.
