This bumps the minimum required version of Node.js/npm from 16.19.1 and 8.19.3 to 20.10.0 and 10.2.3.
Since 20.10.0 is the latest 20.x version of Node.js, the `check-latest` option has been enabled for `actions/setup-node` in GitHub Actions workflows. This performs an additional external call to the Node.js API confirming the latest version is installed on the runner for use. In testing, it seems that 20.10.0 was not consistently deployed to all runner machines in use. This should be removed in the near future when the version of Node.js is reliably above the new minimum requirement.
The Gutenberg repository has also been updated to use the same values for `engines`.

This changes the minimum required version of Node.js to 16.19.1, and npm to 8.19.3.
Node.js 14.x reached end of life on April 30, 2023. While 18.x is the currently active LTS version, it can’t yet be used due to a systems level constraint on the build server.
Updating further will be considered once this blocker is resolved.
Gutenberg has also been updated to follow the same version requirements for consistency.

As of 2021-10-26, the LTS version of NodeJS is now `16.x`.
This pins the `14.x` version in the `.nvmrc` file to ensure contributors are able to contribute without issue until compatibility with version `16.x` can be confirmed in both `trunk` and the Gutenberg repository on GitHub.
