This patch adds until-now missing code to parse the structure of HTML DOCTYPE declarations. The DOCTYPE is mostly unused but can dictate the document compatability mode, which governs whether CSS class names match in a ASCII-case-insensitive way or not, and whether TABLE elements close an open P element.
The DOCTYPE information is made available through a new method on the Tag Processor, `get_doctype_info()`.

Add support for uploading, editing and saving AVIF images when supported by the server.
Add 'image/avif' to supported mime types. Correctly identify AVIF images and sizes even when PHP doesn't support AVIF. Resize uploaded AVIF files (when supported) and use for front end markup.

Adds support for the following HTML elements to the HTML Processor:
- LI, OL, UL.
- DD, DL, DT.
Previously, these elements were not supported and the HTML Processor would bail when encountering them.
With this patch it will proceed to parse an HTML document when encountering those tags as long as other normal conditions don't cause it to bail (such as complicated format reconstruction).

This is an important release which makes significant changes to improve the accuracy, performance, stability and maintainability of all sniffs, as well as making WordPressCS much better at handling modern PHP.
WordPressCS 3.0.0 contains breaking changes, both for people using ignore annotations, people maintaining custom rulesets, as well as for sniff developers who maintain a custom PHPCS standard based on WordPressCS.

* Updates the ruleset for WPCS 3.0.0. This includes:

* Downgrades one new error to a warning.[[BR]] The `Generic.Files.OneObjectStructurePerFile` sniff enforces that there is only one OO structure declaration per file. At this time, this sniff would yield 29 errors. By downgrading the sniff to a ''warning'', the build can pass and the issues can be fixed in due time. For now, the test directory will be excluded until the issues are fixed (as the test directory CS run does not allow for warnings).
* Updates ignore annotations for WPCS 3.0.0.

Test files should comply with the naming conventions accepted by PHPUnit, not with the WP naming conventions.
While the `WordPress.File.FileName` sniff makes a best effort to prevent throwing errors for files containing test classes, the recommended manner to deal with test files is to exclude the complete test directory from being subject to this sniff.
This updates the ruleset to follow the recommendation.

Introducing Font Face, a server-side `@font-face` styles generator and printer.
tl;dr:
* Introduces Font Face.
* Deprecates `_wp_theme_json_webfonts_handler()`.
**Introduce Font Face**
From an array of fonts (i.e. each font-family and its font variations to be processed), it:
1. Validates each `font-face` declaration, i.e. the CSS property and value pairing. If validation fails, processing stops with no font-face styles printed.
3. Generates the `@font-face` CSS for each font-family.
4. Prints the CSS within a `<style id="wp-fonts-local">` element.
The entry point into Font Face is through a new global function called `wp_print_font_faces()`, which is automatically called:
* when the `'wp_head'` hook runs (for the front-end).
* when the `'admin_print_styles'` hook runs (for the back-end).
* when `_wp_get_iframed_editor_assets()` runs to inject the `@font-face` styles into the iframed editor.
Once called, it gets the fonts from Theme_JSON merged data layer, which includes theme defined fonts and user activated fonts (once the Font Library #59166 is introduced into Core).
For classic sites, themes and plugins can directly call `wp_print_font_faces()` and pass their fonts array to it for processing.
**Deprecates `_wp_theme_json_webfonts_handler()`.**
As Font Face is a direct replacement, the stopgap code in `_wp_theme_json_webfonts_handler()` (introduced in 6.0.0 via [53282]) is deprecated and unused in Core.

Update the `@wordpress/block-serialization-default-parser` to 4.35.1 for WordPress 6.3 Beta 1. These changes split the following classes in to their own files in order to match the WordPress PHP coding standards:
* `WP_Block_Parser_Block`
* `WP_Block_Parser_Frame`
* `WP_Block_Parser`
These classes were previously all included in the `src/wp-includes/class-wp-block-parser.php` file. In order to maintain backward compatibly for developers requiring the file directly, the relocated classes are replaced with `require_once` calls in the original file.
In order to retain the commit history of the new files, they have been created using the `svn copy` command.

This allows developers to register scripts with an intended loading strategy by changing the `$in_footer` parameter of `wp_register_script` and `wp_enqueue_script` to an array that accepts both an `in_footer` and `strategy` argument. If present, the loading strategy attribute will be added to the script tag when that script is printed to the page as long as it is not a dependency of any blocking scripts, including any inline scripts attached to the script or any of its dependents.

When the `PHP_CodeSniffer` runs, it produces a cache file. When a cache file is present, only changed files are rescanned, making subsequent scans significantly faster.
This adds the needed steps to the corresponding GitHub Actions workflows to cache these files across runs. The cache keys include the date of the previous Monday to ensure that the cache is flushed at least weekly.
Since GitHub Action caches cannot be updated once created, the scans will take slightly longer as the week progresses and more PHP files are updated. The date within the cache key can be updated to purge twice weekly if the scan time starts to approach the current scan times.
This change also introduces a `.cache` directory for all caching files related to build/test tools.

Now that the tests can run PHPUnit cross-version and Composer will be used to install the test suite in CI, we could switch out the local copies of the [https://github.com/johnkary/phpunit-speedtrap PHPUnit speedtrap] package in favor of using the Composer package, which would prevent us having to make the WP local copies of the class compatible with later PHPUnit versions.
The SpeedTrap test listener was introduced to identify slow tests and take action on these to make them faster.
In practice, however, no notable action was ever taken based on the output of the test listener in all the years it was in place.
With that in mind, it was decided to remove the SpeedTrap test listeners without replacement.
If – at a future date – contributors would want to take action to speed up slow tests anyway, they can:
* Either add the package to their local install and use the output they receive locally to identify slow tests.
* Or use the PHPUnit native `@small` annotations in combination with the PHPUnit `PHP_Invoker` package as described in the PHPUnit documentation to [https://phpunit.readthedocs.io/en/stable/risky-tests.html#test-execution-timeout run tests with time limits].

* Replace the `Match` interface with `ParametersMatch`, to avoid parse errors due to `match` being a reserved keyword in PHP 8.
* Replace `ReflectionParameter::getClass()` usage, which is deprecated in PHP 8.
This allows tests relying on the `getMockForAbstractClass()` and `getMockBuilder()` methods to run again on PHP 8.
When the test suite is updated for compatibility with PHPUnit 9.x, these overrides can be removed.

While web crawlers are able to discover pages from links within the site and from other sites, XML sitemaps supplement this approach by allowing crawlers to quickly and comprehensively identify all URLs included in the sitemap and learn other signals about those URLs using the associated metadata.

This feature exposes the sitemap index via `/wp-sitemap.xml` and exposes a variety of new filters and hooks for developers to modify the behavior. Users can disable sitemaps completely by turning off search engine visibility in WordPress admin.
This change also introduces a new `esc_xml()` function to escape strings for output in XML, as well as XML support to `wp_kses_normalize_entities()`.

Now that WordPress Core supports PHP >= 5.6, the PHPMailer library can be updated to the latest version.
The PHPMailer files now reside in a new directory, `wp-includes/PHPMailer`. These files are copied verbatim from the library upstream and will make updating in the future easier. For backwards compatibility, the old files will remain and trigger deprecated file warnings.
The PHPMailer class is also now under the `PHPMailer\PHPMailer\PHPMailer` namespace. The `PHPMailer` class in the global namespace has been aliased for a seamless transition.
This upgrade also clears up a handful of PHP compatibility issues detailed in #49922.

This patch integrates DependencyExtractionWebpackPlugin which was battle-tested in Gutenberg.
This will greatly simplify the process of upgrading npm packages which change after every Gutenberg release. It might even useful during the WordPress release cycle as we might need to publish more often as we discover critical bugs and regressions.

The remaining error-level coding standards issues (specifically, associated with the sniffs `WordPress.PHP.YodaConditions.NotYoda`, `WordPress.NamingConventions.ValidVariableName.VariableNotSnakeCase`, `WordPress.DB.PreparedSQL.InterpolatedNotPrepared`, `WordPress.DB.PreparedSQL.NotPrepared`, and `WordPress.Files.FileName.InvalidClassFileName`) are marked as warnings, until they're all addressed.
This change allows us to run linting on Travis across the entire codebase, ensuring no other error-level violations can be introduced.
Additionally, PHPCS will now cache results locally, drastically improving performance for subsequent checks: scanning the entire codebase takes 1-2 minutes the first time, and less than one second for subsequent checks.

Noteable changes:
- The `magic_quotes_runtime` and `magic_quotes_sybase` settings were removed in PHP 5.4, so no longer need to be set.
- Some functions that use external libraries can generate errors that can't be tested for, so are globally allowed to silence errors.
- Quite a few functions would cause errors if `safe_mode` was set. This setting was removed in PHP 5.4.
- Only a handful of `header()` calls needed corresponding `headers_sent()` checks for unit tests to pass, but more may need to be added as the nightlies builds are tested.

All PHP files in `/tests` now conform to the PHP coding standards, or have exceptions appropriately marked.
Travis now also runs `phpcs` on the `/tests` directory, any future changes to these files must conform entirely to the WordPress PHP coding standards. 🎉

Twentys Eleven, Sixteen, and Seventeen now have translator comments for all their strings.
Also, WPCS now doesn't show missing translator comment warnings for test files.
