The `setUp()` and `tearDown()` methods were renamed to `set_up()` and `tear_down()`, respectively, as part of implementing the `void` return type solution for PHPUnit 8.0.

> PHPUnit 8.0.0 introduced a `void` return type declaration to the "fixture" methods – `setUpBeforeClass()`, `setUp()`, `tearDown()` and `tearDownAfterClass()`. As the `void` return type was not introduced until PHP 7.1, this makes it more difficult to create cross-version compatible tests when using fixtures, due to signature mismatches.
>
> The `Yoast\PHPUnitPolyfills\TestCases\TestCase` overcomes the signature mismatch by having two versions. The correct one will be loaded depending on the PHPUnit version being used.
>
> When using this TestCase, if an individual test, or another TestCase which extends this TestCase, needs to overload any of the "fixture" methods, it should do so by using a snake_case variant of the original fixture method name, i.e. `set_up_before_class()`, `set_up()`, `assert_pre_conditions()`, `assert_post_conditions()`, `tear_down()`, and `tear_down_after_class()`.
>
> The snake_case methods will automatically be called by PHPUnit.
>
> > IMPORTANT: The snake_case methods should not call the PHPUnit parent, i.e. do not use `parent::setUp()` from within an overloaded `set_up()` method. If necessary, DO call `parent::set_up()`.

This commit renames all declared fixture methods, and calls to parent versions of those fixture methods, from camelCase to snake_case.

Using `var` or only `static` to declare a class property is PHP 4 code.
This updates the codebase to use explicit visibility modifiers introduced in PHP 5.

* Create an abstract `WP_UnitTestCase_Base` class to share between PHPUnit 7.x and older versions.
* Add a speed-trap loader to determine which `SpeedTrapListener` class needs to be loaded for the current PHPUnit version.
* Remove unnecessary `PHPUnit\Util\Test` and `PHPUnit_Util_Getopt` inheritances.
* Update Travis CI config to use PHPUnit 7.x for PHP 7.1, 7.2, and nightly PHP versions.

This is a remnant of the test suite behaviour before #30284 fixed most of it and makes it far too easy to hide failing tests.
If any tests begin to fail as a result of this change then they should be fixed.

* Automatically delete objects that we were created during `wpSetUpBeforeClass` - posts, comments, terms (except 1), and user (except 1)
* The amount of leftover data between tests was breathtaking - use the new function: `_delete_all_data()`
* Commit database transactions for all `TestCase`s, not just those that implement `wpSetUpBeforeClass` and `wpTearDownAfterClass`
* The tests run 10-20 seconds faster now

Using more than one instance of `WP_UnitTest_Factory` causes all kinds of craziness, due to out-of-sync internal generator sequences. Since we want to use `setUpBeforeClass`, we were creating ad hoc instances. To avoid that, we were injecting one `static` instance via Dependency Injection in `wpSetUpBeforeClass`. All tests should really use the `static` instance, so we will remove the instance prop `$factory`.
Replace `$this->factory` with `self::$factory` over 2000 times.
Rewrite all of the tests that were hard-coding dynamic values.

Sharing these fixtures results in a speed improvement of almost one minute per
run of the test suite.
My hope is that future WordPress developers will spend this extra minute with
their loved ones, for life on this earth is short, my friends, and the moments
you spend watching WP generate test data can never again be reclaimed from the
grizzled clutches of Time, and none of us are really getting younger, I mean,
geez, have you looked in the mirror lately, Gandalf?
