2654756a03 Build/Test Tools: Add a devcontainer for Codespaces support.
This adds a devcontainer configuration tested for use with GitHub Codespaces. It is currently built on top of the Docker `wordpress` image for initial trial purposes. We should eventually be using our own containers to fully own the environment.

This should be considered a beta run to get a sense of how well cloud dev containers work for core contributors, in particular at contributor day events with limited bandwidth and mobile devices.

108c92d8dd Build: Improve how combined assets are generated
Allows to revert changes applied in [54277] - temporary workaround for the failing Test NPM CI check on Windows.

Improvements included:
- generate combined asset files for both production and development
- store in the repository only the production version of the combined assets for packages, we use everything else only in development
- to make unit tests work, ensure that they ignore react fast refresh and use the production version of combined assets that are present in the source code

a145e169ce Bundled Themes: Import Twenty Twenty-Three, the new default theme for WordPress 6.1.
Twenty Twenty-Three is a stripped-back, minimal version of Twenty Twenty-Two that includes a collection of 10 distinct style variations designed and submitted by members of the WordPress community.

This unique approach to creating a default theme harnesses all of the flexibility that full site editing has to offer.

ba620225c5 Build/Test Tools: Cache the results of PHP_CodeSniffer across workflow runs.
When the `PHP_CodeSniffer` runs, it produces a cache file. When a cache file is present, only changed files are rescanned, making subsequent scans significantly faster.

This adds the needed steps to the corresponding GitHub Actions workflows to cache these files across runs. The cache keys include the date of the previous Monday to ensure that the cache is flushed at least weekly.

Since GitHub Action caches cannot be updated once created, the scans will take slightly longer as the week progresses and more PHP files are updated. The date within the cache key can be updated to purge twice weekly if the scan time starts to approach the current scan times.

This change also introduces a `.cache` directory for all caching files related to build/test tools.

5da7a6f923 Build/Test Tools: Introduce local visual regression testing.
Adds the ability to ''locally'' run visual regression testing for wp-admin pages via `npm run test:visual`. Snapshots are stored on contributors' local machines.

Note:
Wiring to the CI is not included. Why? The challenges for the CI are storage of the artifacts and unreliability of testing these across different environments.

This commit is a first step towards visual regression testing. Running it locally provides a learning opportunity which could help to craft how to build it into the automated CI process.

8def694fe4 Build/Test Tools: Loosen the PHPUnit restriction.
**composer.json**:

Remove the PHPUnit dependency in favor of allowing the PHPUnit Polyfills library to manage the supported PHPUnit version. This automatically now widens the supported PHPUnit versions to 5.7.21 to 9.5.8 (current).

Letting the PHPUnit Polyfills handle the version constraints for PHPUnit prevents potential version conflicts in the future, as well as allows WordPress to benefit straight away when a new PHPUnit version would be released and the PHPUnit Polyfills package adds support for that PHPUnit version.

**Test Bootstrap**

Update the supported version number for PHPUnit 5.x, as the minimum PHPUnit 5.x version supported by the PHPUnit Polyfills is PHPUnit 5.7.21, and remove the PHPUnit maximum.

**.gitignore and svn:ignore:**

Add the PHPUnit cache file to the list of files to be ignored.

Since PHPUnit 8, PHPUnit has a built-in caching feature which creates a `.phpunit.result.cache` file. This file should not be committed.

0e442c4615 Build/Test Tools: Remove the Composer lock file from version control.
This makes it easier to run unit tests against multiple different PHP versions.

There is currently no reason to have a `composer.lock` file as:

* External runtime dependencies are not managed via Composer.
* Managed updates of the non-runtime dependencies can be done by locking the version used in the `composer.json` file to a precise version instead of using a `composer.lock` file.
* Having the `composer.lock` file in place makes it a lot more difficult to run the tests against all supported PHP versions.

With these considerations in mind, the lock file is now removed from version control and added to `.gitignore` and `svn:ignore`.

Version constraints for the current dev dependencies are adjusted accordingly:

* PHPUnit now explicitly declares in its version constraints that PHPUnit 5.x, 6.x, and 7.x are supported. The minimum supported version for PHPUnit 5.x has been raised from 5.4 to 5.7, which in practice was already the version used for running the tests on PHP 5.6.
* PHPCompatibilityWP is effectively updated to version 2.1.2 with the positive impact that a few new constants polyfilled in WP 5.8 are now accounted for (excluded from being flagged).
* PHP_CodeSniffer is declared as an explicit dependency to ensure that updates to it will always be explicitly managed instead of inherited.
* The DealerDirect Composer plugin is effectively updated to version 0.7.1 without impact.

ad976addb3 Build: Split packages and blocks to their webpack configs
It aligns with the changes proposed added in Gutenberg: https://github.com/WordPress/gutenberg/pull/33293.

The idea here is to split the growing webpack config into two parts: blocks and  packages.

We need to add handling for JavaScript files that are going to be used with blocks on the frontend. They didn't work quite well with the current setup for entry points created for packages.

As part of the effort, it adds support for `viewScript` in `block.json` metadata file that is later translated to `$view_script` in `WP_Block_Type` class and exposed as `view_script` from the REST API endpoint for block types.

d5f900c3df Editor: Enqueue script and style assets only for blocks present on the page
Adds styles for individual core blocks to make it possible to render only styles for those blocks that are rendered on the page (frontend). This is optinal functionality for start that can be controlled with the new `separate_core_block_assets` filter.

In addition to that, styles can be inlined when `path` is passed when registering an individual styles. This functionality can be changed with the new `styles_inline_size_limit` filter. The maximum size of inlined styles in bytes defaults to 20 000.

41027e3f8e Build/Test Tools: Introduce Install-changed. It keeps a hash of package.json and compares it when run. If it has any changes, it runs npm install.
This keeps `node_modules` always updated and is useful not only when the packages have been updated, but also when the working copy has been "reverted" to an earlier revision.

- Update the DependencyExtractionWebpackPlugin to 2.3.0 and set it to output a single assets file.
- Grunt: copy the assets file to both `SOURCE_DIR` and `BUILD_DIR` as `wp-includes/assets/script-loader-packages.php`.
- "Unignore" the `wp-includes/assets` directory. Its content will be committed similarly to `wp-includes/blocks`.
- Update `wp_default_packages_scripts()` to use the above file. This also removes the hard-coded lists of packages and packages with translations.

This patch integrates DependencyExtractionWebpackPlugin which was battle-tested in Gutenberg. 

This will greatly simplify the process of upgrading npm packages which change after every Gutenberg release. It might even useful during the WordPress release cycle as we might need to publish more often as we discover critical bugs and regressions.

13d356691b Build Tools: Miscellaneous local-env improvements.
- Move the functionality for controlling `local-env` out of `package.json`, into JS scripts.
- Merge the `docker-compose` config files, and move it to the root directory. This allows `docker-compose.override.yml` to work for local overrides.
- Fix nginx redirecting to port 80 under some circumstances.
- `npm run env:install` now creates `wp-tests.config.php` for you.
- Cleaned up a bunch of cruft in `.travis.yml`.

d2d7243e80 Build tools: Allow building WordPress to src.
After the JavaScript reorganization in [43309], it was no longer possible to test WordPress from the `src` folder. That meant a build step was required to test PHP modifications. That is suboptimal as even a simple copy is slower than a web server just serving the new file.

We achieve building to `src` by setting a `WORKING_DIR` constant in the Gruntfile that is `build` by default, but changes to `src` when the `--dev` flag is present on any Grunt command. We provide sensible defaults so some commands, such as copying `version.php`, always build to `build`.

Because testing from `build` is no longer required, we change the messages present in `index.php` and `wp-admin/index.php` to be more broadly about building WordPress.

We also change the webpack config to have more straightforward behavior based on the `buildTarget` argument. It only determines the build target now and has no implicit behavior anymore. `grunt build` still works as it worked before, to make sure that the build server produces the same `wordpress.zip` we are used to.

We do all this instead of a symlink setup because symlinks don't work on every platform.

934f0ca2b8 Build Tools: Copy package JavaScript and CSS into wp-includes.
- `grunt webpack:dev` now copies packages JS into `/src/wp-includes/js/dist`, and CSS into `/src/wp-includes/css/dist`.
- `grunt webpack:prod` does the same, but into `/build` instead of `/src`.
- `grunt build` now runs the `webpack:prod` task.

Merges [43760] from the 5.0 branch to trunk.

3581d34bb0 Build/Tools: Update PHPCS ruleset for WP Core and related Composer setup.
`.gitignore` + `svn:ignore`:
* Add the typical filenames of overloaded PHPCS configs to `.gitignore`.

Composer:
* Use the `develop` (Packagist `dev-master`) version of WPCS as it contains lots of bugfixes.
* Remove the PHPCS dependency. This is a dependency of WPCS, not of WP Core itself. This will also make sure that the PHPCS version used is always one which is supported by WPCS.
* Refreshed the `composer.lock` file.

PHPCS ruleset:
* Removed a reference to a sniff which doesn't exist in WPCS yet.
* Use the PHPCS 3.x `basepath` option to clean up the file paths PHPCS shows in the reports.
* Use the PHPCS 3.x `parallel` option to enable parallel scanning whenever possible to speed up the scans.
* Whitelist the `wp-includes/l10n.php` file from issues being reported by the `WordPress.WP.I18n` sniff.

68175f94c3 After [38399], update the .gitignore file accordingly.
The following files have been added to `svn:ignore` already as they are not compatible with PHP 5.2:

* src/wp-vendor/autoload.php
* src/wp-vendor/composer/autoload_real.php
* src/wp-vendor/composer/autoload_static.php
* src/wp-vendor/composer/ClassLoader.php

a375d93001 REST API: Improve formatting of failed validation errors.
If a validation_callback returns a WP_Error it should give the same response format as if it returned `false`. This makes programmatically reading the validation errors better.

Props bradyvercher for initial patch.
Fixes #35028.

0494df8152 Move wp-config-sample.php to the root of develop.svn.
wp-config.php is now created in the root. wp-config-sample.php is properly copied over to the build directory for syncing to core.svn.

Add some ignores.
