scss: Handle single-file sourcemaps correctly

Browse Source 
Simple sites may only have one css file. Update the replace directive to
correctly match single-file sourcemaps and multi-file sourcemaps.

Verified locally with and without SASS and CSS imports.

Fixes #8174
