is_array() will evaluate to true even if the array is just an empty array. Make sure we also expect an empty array passed to sql_in_set(). PHPBB3-13337

INSTALLING DEPENDENCIES
To be able to run an installation from the repo (and not from a pre-built package) you need to run the following commands to install phpBB's dependencies.
cd phpBB
php ../composer.phar install --dev
