An item is only moved up/down within the same parent. If the delta is larger then the number of children, the item is moved to the top/bottom of the list of children within this parent. PHPBB3-11495

INSTALLING DEPENDENCIES
To be able to run an installation from the repo (and not from a pre-built package) you need to run the following commands to install phpBB's dependencies.
cd phpBB
php ../composer.phar install --dev
CONTRIBUTE

AUTOMATED TESTING
