We couldn't find a reason for this event, as it even doesn't have any arguments The comment is not correct anymore either. Since 3.1global announcements still have a valid forum_id PHPBB3-9550

INSTALLING DEPENDENCIES
To be able to run an installation from the repo (and not from a pre-built package) you need to run the following commands to install phpBB's dependencies.
cd phpBB
php ../composer.phar install
