The permission_set method calls itself inside the permission tool. Probably due to an oversight, it is called as $this->set(), which causes a fatal error. This patch will get rid of this issue. PHPBB3-11398

INSTALLING DEPENDENCIES
To be able to run an installation from the repo (and not from a pre-built package) you need to run the following commands to install phpBB's dependencies.
cd phpBB
php ../composer.phar install --dev
