c3871a9174 MDL-70196 navigation: Update to pages to add a URL. 
- Part of: MDL-69588
Some pages have added an item to the end of the  navbar without a
link for it. This adds the current page as a url to this navigation
node. Doing this brings it in line with all of the other pages
around Moodle and also helps with the new navigation changes in
theme boost.

7d435fb5f2 MDL-70196 navigation: Update to feature files.

A lot of tests rely on the last element of the breadcrumb being
active. This updates feature files to not rely on this anymore.

5e72715e4f MDL-71099 Lib: Move new user_fields class from core to core_user 
This class would belong more appropriately within the 'user' API
(core_user) instead of within the 'core' API, since it is
directly related to user data.

Since the class has only just been added to Moodle, now is a good
time to move it.

558cc1b85e MDL-45242 Lib: Replace calls to deprecated functions 
In all cases changes have been kept to a minimum while not making
the code completely horrible. For example, there are many instances
where it would probably be better to rewrite a query entirely, but
I have not done that (in order to reduce the risk of changes).

f6711bb394 MDL-67673 phpunit: Fix the return type of template methods 
All the setup/teardown/pre/post/conditions template methods
now are required to return void. This was warned with phpunit 7
and now is enforced.

At the same time, fix a few wrong function names,
provider data and param types, return statements...

fb4c20ee2c MDL-60492 core_tag: Fix title attribute 
Attribute 'title' was specified inside a condition but closing `"` was
outside condition possibly resulting in <a href="..." class="..." ">.
Also moved </a> outside of condition to match <a>.

Nesting ternary operators without explicit parentheses is deprecated:

b2f349a433 MDL-54035 accesslib: separate role definition cache clear 
Thanks to MDL-49398, we can separate the combined user session and role
definition cache clearing function into two separate functions. At the
same time, we want to identify and remove mark_dirty() calls that were
added for role definition changes but were incorrectly left behind.

Change highlights:
 - Remove unnecessary mark_dirty() calls performed after
   assign_capability(), unassign_capability(), delete_role(),
   deleted contexts, brand new contexts
 - Move role definition cache clear from the user-centric
   accesslib_clear_all_caches() to the newly created,
   role-dedicated accesslib_reset_role_cache()
