MDL-78391 tiny_recordrtc: Switch to mp4 container for h264
The recommendation at https://developer.mozilla.org/en-US/docs/Web/Media/Formats/Containers is to use webm with an mp4 fallback. General purpose video, preferably in an open format WebM (ideally with MP4 fallback)
